The Lagos State Health Management Agency (LASHMA) and its Permanent Secretary, Dr. Emmanuella Zamba, have received awards from the Bureau of Public Service Reforms (BPSR), The Presidency, for their contributions to digital health innovation and public-sector transformation.
While LASHMA emerged as the Best State MDA in Digital Health Service Delivery 2026, Dr. Zamba received the GOVTECH Trailblazer’s Award in recognition of her exemplary leadership and commitment to innovation, technology adoption and institutional transformation in the public sector.
The awards, presented under the Nigeria GOVTECH Public Service Awards 2026, were conferred at the Banquet Hall, Presidential Villa, Abuja.

Presenting the awards, the Director-General of BPSR, Dasuki Arabi, commended LASHMA and its leadership for their achievements in deploying digital solutions to improve healthcare delivery, particularly in the area of social health insurance.
Arabi said the Agency emerged as the award recipient following a nationwide nomination process and an independent comparative review of its digital health initiatives.
According to him, LASHMA has digitised its enrolment, payment and regulatory processes, enabling corporate organisations to apply for and make digital payments for their Corporate Identification Numbers (CIN).

He noted that LASHMA’s single database supports nearly two million ILERA EKO registrations, including more than 200,000 self-registrations, while over 800 healthcare providers are digitally connected to the system.
He added that about 80,000 pre-authorisations and claims are processed monthly.
Other digital innovations that contributed to LASHMA’s recognition, he said, include its telemedicine services, Virtual Health Booths, Customer Relationship Management (CRM) system and digital vulnerability assessment, which have expanded access to healthcare and improved responsiveness.

Arabi also highlighted the ILERA EKO Spotlight Online Radio, saying it has strengthened public engagement, communication and awareness of health insurance and health promotion.
He urged LASHMA to sustain its innovation drive and develop more solutions that would make access to social health insurance seamless, boost enrolment and support the Lagos State Government’s efforts to achieve Universal Health Coverage.
“Continue with the good work. The result of hard work is more work,” he advised.

Receiving the awards, Dr. Zamba appreciated the BPSR, led by Arabi, for recognising and rewarding the Agency’s efforts to ensure that Lagos residents have access to quality, affordable and equitable healthcare services.
She pledged that LASHMA would continue to work towards enrolling more residents in the ILERA EKO Social Health Insurance Programme, while reducing catastrophic health expenditure and out-of-pocket payments for medical services in the state.
The 2026 BPSR awards mark the fourth award received by LASHMA in 2026, further recognising the Agency’s efforts in digital transformation and healthcare service delivery.
