The Lagos State Ministry of Physical Planning and Urban Development says it has strengthened regulatory compliance, planning permit administration and urban management in the last year.
Speaking at the 2026 Annual Ministerial Press Briefing in Alausa, Commissioner for Physical Planning and Urban Development, Doctor Oluyinka Olumide, said the ministry had made significant progress under the Making Lagos a 21st Century Economy pillar of the THEMES plus agenda.
He also said the ministry completed and advanced several physical development plans, including the Lagos Island Model City Plan, Ibeju-Lekki Model City Plan, and the revised Badagry Master Plan.
“The 79th Development Guide Plan was also approved to guide development in excised villages and rapidly urbanizing communities.
The Lagos Regional Strategic Masterplan 2052 roadmap was presented by Dar Al-Handassah to support long-term regional planning” he said.
Doctor Olumide said, “The Development Matters Department monitored 205 estates for compliance with approved layout plans and intensified enforcement against illegal developments.”
Details of 176 estates operating without layout approvals were published in newspapers to warn residents and buyers. The ministry also facilitated Rights of Way for strategic infrastructure projects.
The Technical Services Department resolved 399 of 987 petitions received through mediation and enforcement, representing a 47.76% resolution rate.
It also provided technical vetting for development proposals and supported inter-agency reviews.
The Lagos State Physical Planning Permit Authority, LASPPPA, recorded 21,603 planning permit submissions and 17,279 approvals between June 2025 and March 2026.
During a 60-day amnesty from October to December 2025, 7,198 applications were submitted and 4,113 approvals granted. A major reform was the launch of the Electronic Physical Planning Permit Processing System, e-PPPS, by the governor to enable online applications and improve transparency.
The Lagos State Informal Space Management Authority, LASISMA, sustained monitoring of setbacks, roadsides, and common areas.
It prepared action plans for corridors including AIT Powerline, Agric-Isawo, and Opebi-Ojota Link Bridge.
The authority introduced the Lagos Green Kiosk initiative and Hybrid Solar Powered Air Compressor to reduce pollution and improve urban aesthetics. Revenue generation from informal spaces also improved.
Doctor Olumide said the Setbacks, Common Areas and Roadsides Administration and Monitoring Project, SCRAMP, had identified over 3,700 hectares of informal spaces across 1,700 locations for documentation and optimal use.
Consultants Octragon Multi-Projects Limited are handling the mapping. He assured that existing occupants would not be displaced except where government needs the space for its original purpose.”
The Governor also reconstituted the 14-man Lagos State Physical Planning and Building Control Appeals Committee on May 12, 2026, with Town Planner Funmi Osifuye as chairman.
The committee has executive authority to arbitrate disputes and review regulatory decisions within 28 days of appeal.
Doctor Olumide said the ministry would continue to leverage technology, strengthen stakeholder engagement, and consolidate reforms to make Lagos a resilient, inclusive, and globally competitive smart city.
