The Lagos State Government has intensified efforts to strengthen transparency, accountability and operational efficiency across its parastatals and government-owned companies as part of measures to improve service delivery and drive sustainable development in the state.
Permanent Secretary Parastatals Monitoring Office, Olugbenga Aina at the 2026 Annual Ministerial Press Briefing held at the Bagauda Kaltho Press Centre, Alausa, Ikeja, also said the Office had continued to ensure that state-owned agencies operate in line with administrative and financial regulations while aligning with the T.H.E.M.E.S+ development agenda of the administration.
According to him, Lagos currently has 102 parastatals, agencies and government-owned companies operating across critical sectors including transportation, energy, finance, commerce, health and communications.
He explained that the office had focused on enhancing compliance, improving operational efficiency and promoting financial prudence among government entities over the past year.
“As the Office responsible for monitoring and evaluating the effectiveness of government-owned entities, the PMO remains committed to ensuring that these organisations deliver on their mandates in alignment with the vision of the Governor for sustainable development, efficient service delivery and good governance,” he said.
Highlighting key achievements, Aina revealed that the office organised a three-day maiden retreat for chief executive officers and heads of parastatals, agencies and government-owned companies in the state.
“The retreat, themed “Leadership and Good Governance: Strategies for Enhancing Performance, Service Delivery and Revenue Generation,” was designed to strengthen leadership capacity and improve institutional performance” he said.
He noted that about 100 chief executives participated in the retreat, which was attended by the Lagos State Head of Service, Olabode Agoro, and the Commissioner for Environment and Water Resources, Tokunbo Wahab, who represented the Governor.
The Permanent Secretary also disclosed that the office conducted working tours and on-the-spot assessments of 36 agencies to evaluate operational standards, financial reporting, project implementation and alignment with government policies.
He said the inspections focused on measurable performance indicators, audited financial accounts, enabling laws and areas requiring reforms to meet modern governance standards.
On revenue generation, he said the office introduced the Parastatals Revenue Generating Meeting (PARGEM), aimed at tracking revenue performance, identifying challenges and improving collection processes across agencies.
According to him, the first quarter PARGEM session held in August 2024 involved 80 agencies whose performances were reviewed against budgetary targets.
He further stated that periodic inspections were carried out on 86 parastatals between November and December 2024 to evaluate performance and strengthen accountability mechanisms.Aina also said the Parastatal Monitoring Office monitored more than 25 project sites across various agencies to ensure transparency in project execution and proper utilisation of public funds.
He said the monitoring exercise helped to identify delays, improve oversight and fast-track completion of stalled projects.
He added that the office organised a sensitisation programme on pension contribution management for 39 agencies to promote pension sustainability and improve workers’ welfare.
In addition, he said the PMO launched a Yoruba-language radio programme titled “Know Your Agencies” on Lagos Traffic Radio to educate residents on the activities and services of government agencies.
According to him, the programme has helped bridge the information gap between the government and residents while promoting inclusiveness and public awareness of state initiatives.
Aina reaffirmed the administration’s commitment to institutional reforms, corporate governance and improved productivity across all state-owned enterprises in Lagos.
